ABOUT  TSA

Thinkstream Analytics (TSA)  is a dedicated organisation, primarily designed to provide like-minded professionals an environment to deliver outstanding data analytics solutions for Government and commercial clients.
To harness their data management capability and expertise TSA formed a development group to leverage the members' combined knowledge resulting in the creation of unique, commercial data analytics solutions.
Our current members, left to right in the picture are Frank Osborne, Steve Smith, Damian Shelley, Steve Coleman, Anupam Tanwani, Ranga Dhulipala with Adam Mitchell on camera.

Steve Smith

Senior Data Architect & Delivery Lead

Steve is a trusted advisor for several government departments due to an unwavering motivation for consistent delivery of high-quality analytic solutions. The ability to enable tangible business value from data is underpinned by a career specialising in many disciplines of Information Management, Data and Analytics across both traditional and modern technologies.

Steve helps customers align strategic business goals with analytic solutions, data architecture and technology by drawing on 30 years of experience in data and information management. Has successfully delivered outcomes over many years by driving, mentoring and managing various professional services teams across multiple government departments.

Since 2017, Steve has been engaged as a Thinkstream Analytics consultant by the Department of Health and Aged Care as a project manager and delivery lead to primarily focus strategic us of data. Here, he also led initiatives as part of the Connected Health Data (CHD) program as part of the larger cross-government data sharing and analytics initiative DIPA (Data Integration Partnership of Australia).

Prior to this, Steve was performing a key management role within the very successful Teradata public sector team based in Canberra, Australia ensuring government departments gain tangible success from investing in high quality analytic services. As the Professional Services (PS) Consulting Director for the public sector in Teradata ANZ, Steve delivered several Data and Analytic Roadmap engagements, as well as leading many data and analytics implementation projects on Teradata platforms at multiple government departments: Services Australia, Health, Australian Tax Office, Agriculture and Water Resources, Social Services, Home Affairs, Australian Army.

Adam Mitchell

Founder of Thinkstream and Senior Programme Manager

Adam has over 20 years’ experience across the Government, ICT, Science, Legal, Health, Investment and Energy industries.

He has been involved in the strategic development and implementation of major ICT programs with several private and public sector organisations globally, giving him exposure to some of the most creative and effective uses of technology, better practice business processes and efficient organisational operations. His clients include senior executives in some of Australia’s largest and most successful organisations.

Adam’s roles and assignments have entailed the full lifecycle of the Program / Project Management framework, including scoping and refinement of requirements; contract and service level negotiation; and asset procurement, implementation and management.

Specialties: Adam specialises in Program and Project Management, Procurement, Contract Negotiations, Change Management, Strategy Formulation, Business Planning and Performance / Process Improvement.

Adam has highly developed communication skills and a proven ability to grow and maintain customer relationships. He ensures that client needs and issues are proactively identified and addressed.

Steve Coleman

Senior Programme Manager

Stephen is both trained and experienced in running Agile projects in an agile centred environment. He has been instrumental in developing the concept of Agile for Data Analytics that encompass Dev-Ops and Kanban approaches.

Recently, Stephen led the Teradata Data Analytics team in Canberra for 5 years. This team delivered significant complex data management and analytics solutions in an agile manner to the Departments of Taxation, Defence, Health and Home Affairs.

While he has over 20 years’ experience managing system and analytic implementations, Stephen's approach is progressive and innovative. He has developed a hybrid approach to using traditional waterfall delivery methods merged with an Analytics for Agile and DevOps approach in Government environments. He believes that 'one size does not fit all' when it comes to project planning and management and he is skilled in determining how best to ensure a project is delivered on time and budget,  to the satisfaction of the stakeholders with the optimal approach.

An example of managing in a complex agile environment  was Stephen's management of the Carbon Price reporting System project for the Clean Energy Regulator (CER) and development of the Carbon Price Reporting System.

This was a two year project with many complex technical aspects, including complex public facing integration as well as highly sensitive Reserve bank integration. Given the new controversial legislation this system was delivered in a sensitive and political environment. Extensive user stories were developed by Stephen and his team and the project was run through the Jira Agile Project Management tool, using sprints and DevOps.

Damian Shelley

Senior Technical Architect

Damian is an experienced technical consultant, with over 24 years of experience consulting in Information Management. He is motivated by delivering value for clients – with a focus on the business outcomes. Damian has the ability to translate between business and technical worlds and link technology solutions to real business value. With experience in the complete software design lifecycle and a passion for Agile delivery methods, Damian has experience across a range of projects including high level strategies, business analysis and requirements, architecture and design, development and build, testing and release management, and post-production support.

Damian joined Thinkstream Analytics in 2019, working within the Centre of Expertise for the Enterprise Information Management programme within Department of Defence. He joined the team at the Department of Health and Aged Care in 2021, working to rationalise the current technology landscape and plan the move to modern cloud-based analytic capabilities supporting self-service and agile business capabilities. Prior to that Damian worked within Vendor consultancies, independent consultancies and contracts across multiple government departments and also the private sector including telecommunications and higher education.

In June 2023 Damian left contract work to focus his efforts on TSA products and services.

Anupam Tanwani

Senior Technical Specialist

Anupam has extensive experience in many aspects of supporting, delivering and managing data and analytics environments. He has specialised in Data Architecture, Big Data, Data Warehousing and Business Intelligence in a consulting capacity which provides an astute insight into architecting and developing Data platform designs & building strong analytics platforms focused on achieving tangible business outcomes.

 His experience also includes customer success and consultative selling with strong sales acumen which has enabled him to foster strong trusted customer relationships which resulted in accelerating the adoption of analytic platforms and in-turn providing the real value of customers' analytic investments.

 Anupam joined Thinkstream Analytics in 2021 with a motivation to help government departments get maximum value out of their data and analytics platform investments. In the last couple of years, he has been able to successfully migrate Department of Health and Aged Care's EDW to Cloud saving the department millions of dollars. He was instrumental in leading the project right from putting together the business case to get the investment to successfully move into Cloud.  

Frank Osborne

Senior Technical Analyst

Frank is a highly experienced Information Technology professional with a focus on technical and business Analysis. He has worked in a variety of industries, including Federal Government and private sectors, which have provided him with a wealth of experience in implementing complex technical projects.

Frank's deep technical knowledge allows him to quickly understand and analyse proposed solutions, enabling him to assist the business area in understanding the problem and solution. He is adept at conducting technical assessments, identifying gaps and recommending solutions to ensure the successful delivery of projects. Frank's expertise in technical analysis and business analysis allows him to easily validate and support the acceptance of defined requirements.

Frank has excellent interpersonal and communication skills, enabling him to effectively engage with stakeholders from various levels, including both technical and non-technical backgrounds. His engaging personality enables him to easily build relationships with stakeholders and effectively communicate technical concepts to non-technical audiences.

Leith Godfrey

Senior Data Scientist

Leith is an accomplished data scientist, with a wealth of experience in big data management and advanced analytics. Leith has a PhD in Astrophysics, and over 14 years of experience performing advanced data analysis and data mining both as an academic researcher and data scientist within the public sector. Leith has experience in the complete data life-cycle, from data acquisition to data exploration, cleansing, quality control, analysis and visualisation. Leith is also experienced in the process of elucidating business priorities and requirements gathering, and is focused on maximising the value of data assets.

Leith is a highly effective communicator and is able to communicate complex concepts and content across a broad range of audiences, from technical specialists to senior executives. Leith maintains a keen interest in the latest developments in data science tools and techniques.

Leith joined Thinkstream Analytics in 2022, working in the Department of Health and Aged Care as a senior data scientist. Prior to this, Leith spent 3 years at the Australian Transaction and Analysis Centre (AUSTRAC), where he was involved with the development of a cutting edge solution to privacy preserving data sharing between banks to counter financial crime. Leith spent 3 years as a data science consultant at Teradata Canberra, consulting to various government departments. Leith has also spent several years as an academic scientist, carrying out world leading research at universities in Europe and Australia.

Ranga Dhulipala

Senior Data Engineer

Ranga has over 23 years of experience in IT industry, coupled with more than 14 years of experience in data warehousing and data migration projects.  He has Extensive business domain knowledge in information solutions, resources, retail and insurance industries.  He also worked with various Federal Government agencies.

Ranga is highly motivated to learn new technologies blended with fast learning skills and creative analytical skills, which helps him in delivering projects successfully in time.  He worked on the entire lifecycle of projects including development, testing, production support, release management etc. He has extensive experience / knowledge of multiple relational database management systems including Teradata, Oracle and SQL Server.  He also has strong SQL Skills.

Ranga is an excellent team player with solid interpersonal, technical and communication skills.
